The House of Representatives (the lower house of the Nigerian National Assembly) issued a directive that foreign oil and gas firms must firs seek the Nigeria Content Development Management Boards approval before applying to the Ministry of Interior for the grant of  expatriate quota.

The Ministry of Interior and Nigerian Immigration services must now see a copy of the boards approval before issuing or renewing expatriate quotas.
